  • Invest in a newly established commercial enterprise, with a critical cutoff date set after November 29, 1990.
  • Invest in an existing commercial enterprise and significantly augment its net worth or workforce, necessitating a minimum 40% increase in either net worth or the number of employees.
  • Commit an at-risk capital of up to $1.8 million, with a reduced threshold of $900,000 for investments in targeted employment areas (TEA) where the unemployment rate exceeds 150% of the US standard.
